Golden Meadow: How an administration ended up judging and blackmailing its own citizens, using their money

Where the Jiu River flows near Jilț, the land hides a history that today’s authorities would like to erase with a bulldozer. The land, a fertile stretch that during communism housed some of the most productive vegetable gardens in the area, carries an old promise. It was donated by the former local landowners with a testamentary purpose, simple and sacred: to remain for the residents of Turceni, so they have a place to graze and feed their animals. Today, the pasture that feeds the flocks has become the front line of a merciless administrative war.

We are no longer talking about a simple bureaucratic dispute, but about systematic encroachment. “The new landowners” of Turceni – a local administration that seems to have forgotten whom it represents – have set their sights on this land. The stake is not agriculture, but the “green revolution”: a massive photovoltaic park. A solar panel business promising huge profits for some “smart guys,” but which would leave the people’s cattle to graze on asphalt.

The paradox of public money: Paying for your own oppression

To wrest the pasture from the hands of the Animal Breeders’ Association, the Turceni City Hall launched a legal battle. But it does not do so at the expense of those dreaming of energy profits, but still on the taxpayers’ backs.

Recent official documents reveal a shocking reality. Although the Turceni City Hall has in its organizational chart and already pays the salaries of two legal advisors specifically hired to represent the institution, the mayor decided that this is not enough. To defeat its own citizens in court and to discipline the local councilors who refuse to be influenced, the City Hall hired a law firm from Bucharest.

The bills, paid religiously month after month, tell a story of financial contempt: 7,500 lei per month (excluding VAT). From June 2025 until spring 2026, the small town’s budget has flown 90,450 lei directly into the accounts of Bucharest lawyers. This may be the ultimate definition of administrative cynicism: the citizen of Turceni pays taxes to the city hall, and the city hall uses those taxes to hire expensive lawyers to take away the citizen’s pasture.

When justice does justice, power resorts to blackmail

The plan to financially drain the citizens’ association seemed perfect. But sometimes, Romanian justice has moments of lucidity. At the end of December 2025, the Gorj Tribunal issued a clear ruling, stopping obscure interests and deciding that the land must remain at the disposal of the animals, not for “profit-driven” exploitation. The magistrates blocked the real estate scam.

Any normal administration would have stopped here. It would have accepted defeat and respected the rule of law and community needs. But in Turceni, the court defeat only marked the transition to guerrilla tactics.

Seeing that legal arguments have collapsed – despite tens of thousands of lei spent on external lawyers – the interests around the administrative apparatus have lowered the fight into the mud. Close sources from the community describe a climate of terror and intimidation. Several members of the Animal Breeders’ Association have been contacted individually and blackmailed through various local power levers to withdraw from the association.

The strategy is diabolically simple and equally dirty: the law requires a minimum number of members for an association to exist legally. By forcing people to leave through pressure and blackmail, authorities hope the association will disintegrate naturally. Without an association, there is no enemy. Without an enemy, the law firm, generously paid, will be able to request its dissolution in court, leaving the land donated by the old landowners completely exposed to plunder by the new masters.

An ethical ecosystem on the verge of disappearance

Behind the bales of freshly gathered hay on the pasture between Jiu and Jilț, there is not only food for the local cattle. It stands for the dignity of a community. The people of Turceni are not fighting just for a patch of grass; they are fighting for the right not to be exiled from their own history by a handful of elected officials who turned the city hall into a private interest syndicate.

In a functioning democracy, the state protects you. In Turceni, the state sues you at your own expense, loses, and then comes at night to your door to convince you to give up.
